Marine Department Malaysia had contracted Spartan Maritime (M) Sdn. Bhd. to conduct an independent study to critically evaluate the feasibility of the proposed design and placement of the Ship-to-Ship (STS) facilities within the Johor Bahru Port Limit. Together with DNV GL Malaysia Sdn. Bhd., Spartan Maritime has also carried out an evaluation on environmental impact of the proposed activities including the installation of permanently-fixed offshore structures, STS cargo transshipment operations and decommissioning of structures.

The assessment adopts both semi-quantitative and quantitative techniques to assess principal navigational hazards and scenarios associated with the proposed project transshipment operations and decommissioning of structures. The analysis includes risk control options and recommendations to mitigate the critical marine and environmental – related issues identified.

Scope Of Works

  • Formal Safety Assessment (FSA)
  • Hazard Identification (HAZID) Analysis
  • Quantitative Risk Analysis (QRA)
  • Full Mission Ship Handling Simulation
